The road traffic system which comprises of the road, the
vehicle and the driver, is growing and witnessing exponential
expansion. The two key players in the road system- roads and
the road users have not been able to keep pace with the
increasing vehicles and characteristics. It is believed that
licensed drivers do not necessarily possess enough road
traffi
c knowledge and awareness because of the imperfect system
in almost all parts of India. Other road users have an even less
knowledge of road safety.
Road traffic education, if carried out in a comprehensive and
planned manner, has a potential to play a critical role in
achieving better road safety. There are two aims of any road
safety programme; first, to reduce the vulnerability of the
existing road users and the second, to prepare future
generation of the road users to cope with the road traffic safety
issues & problems, and risk management.
The primary purpose of traffic education is to develop good
citizens by making them capable and cooperative road users.
Such education will attempt to develop an appreciation of` law
and order and a wholesome respect for the dignity and worth
of the individual citizen.
There are many serious problems confronting the
development of good educational policies and programmes
for road traffic. There a total fragmentation of responsibilities
for safety issues in general and road safety education in
general. Moreover, there is a general absence of accurate
information on the scale, nature and characterizes of road
safety problem and the role traffic education can play.
There are some agencies trying to perform the task of road
traffic education in the country. Although significant efforts are
being made by traffic police and some Non Governmental
organizations (NGO's) such as IRTE, but against the enormity
of the problem, these seem to be very insignificant. Traffic
police personnel carrying task of education are themselves
not always trained and knowledgeable enough do the job of
educa5tion sincerely. This same situation exists with school
teachers who, if properly equipped, can play a significant role
in promoting the culture of road safety. Funds are a big
problem with the agencies that want to be involved in the
noble cause of traffic education.
This centre aims at development of comprehensive
educational programmes based on facts & figures and after
proper identification of target areas & target groups.

The Media Development Center will develop films,
animations, audio visual programmes, street shows etc.
This center will also aim at developing tools and systems of
training of all Schools and Centers of the IRTE. This Center
will also affiliate itself with universities and colleges where
media development is a subject.
Objectives:
Make community residents aware that road safety is a
major community concern.
Encourage community residents to identify the specific
road safety problems faced by the community as well
as remedial measures.Strengthen local NGOs and
Community Based Organisations (CBOs) and their
linkages to external institutions with a role in road
safety.
Educate community residents and road users in the
safe use of the road and actions to be taken in the event
of an accident.
